The Costs of LID

By Mark Grey, Dave Sorem, Caitlin Alexander, and Richard Boon   With fourth-generation municipal separate storm sewer system (MS4) permits in California now requiring use of low-impact-development (LID) stormwater best management practices (BMPs) for discretionary new and redevelopment projects, the need for accurate LID BMP cost data has never been greater. Indeed, for development project proponents and the regulated MS4s, the data are fundamental both for informing the LID BMP selection process t...... continue reading

Green Infrastructure Makes Sen$e in the Twin Cities

By Margaret Buranen   Minnesota’s Twin Cities had green infrastructure long before it was called that. In 1883, Minneapolis established an independent park commission. Its members were perceptive enough to hire two of the country’s best landscape architects: H. W. S. Cleveland, who had directed the Boston Park Commission, and Frederick Law Olmsted, who designed New York’s Central Park. The board followed their advice and bought large areas of land. Thanks to the architects’ foresight, those parks a...... continue reading

Building a Better Infrastructure With Mobile Solutions

By Brynna King Mobile technology is becoming more and more a necessary piece of the infrastructure puzzle for many cities—and even in small communities, officials are finding that mobile solutions can vastly improve the efficiency and accuracy of recordkeeping. In the 53,000-person city of Margate in Broward County, FL, the public works department needed a change. The department was completing its on-the-go reporting and recordkeeping efforts using pen and paper, and the method was proving to be both cu...... continue reading

Establishing a Culture of Interagency Coordination

By Kate Bennett, Lynne Mowery, and Jean Haggerty   Are you the one who’s been tapped to implement the requirements of your increasingly complex municipal separate storm sewer system (MS4) permit? Are you struggling to get the fire marshal to rally in support of your industrial inspection program? Do you need your health inspectors to assist in identifying potential illicit discharges? And what about the street maintenance operation: looking for assistance in reducing the impacts of snow and ice tre...... continue reading

Trends in Stormwater Utility Implementation

By Laurens van der Tak, Keith Bishton, Bruce Taylor, and Mike Matichich Stormwater utilities that are funded by user fees based on impervious area have been in existence for decades. However, recent trends are driving the creation of new stormwater utilities and the evolution of existing ones. This article highlights three recent trends: Significant new regulatory drivers are creating higher revenue needs and requirements to treat impervious area, improved technologies such as better impervious area map...... continue reading

Life-Cycle Costing: A Different Approach to System Selection

By Gary R Minton

The stormwater system that costs the least initially is not necessarily the most cost-effective system over time. A system with lesser construction costs may have a higher maintenance cost than another system under consideration, which has a lower initial cost. With new developments, the owner is not commonly the company that bears the initial cost of the system. The homeowner or owner of commercial space becomes responsible for a treatment system that is initially paid for by the development company. I...... continue reading

Milwaukee Goes Green and Grey for Stormwater Management

By Margaret Buranen

Milwaukee, WI, uses both green and grey infrastructure to cope with stormwater runoff volume and pollution. The approaches complement each other, especially when green infrastructure is designed on a watershed basis. A major component of Milwaukee’s green infrastructure is its Conservation Easement Program. This program started under Metropolitan Milwaukee Sewerage District’s (MMSD’s) then-director, Anne Spray Kinney. After Kevin Shafer became MMSD’s director, he oversaw the final planning work, establi...... continue reading

Use of TMDL Credits for BMP Comparisons

By Gordon England, Claudia Listopad

Florida Department of Environmental Protection (FDEP) issued total maximum daily load (TMDL) mandates in March 2009 for the Indian River Lagoon (IRL), a bay in east central Florida. (FDEP 2009). The TMDL requires communities to reduce nutrient loadings in their stormwater runoff. FDEP is currently undertaking the implementation stage of the TMDL program, called a Basin Management Action Plan (BMAP), which is enforced through National Pollutant Discharge Elimination System (NPDES) municipal separate stor...... continue reading
