Who is this course for?
This course is best suited for a professional responsible for writing or amending a storm water pollution prevention plan (SWPPP). With focus on the recently adopted statewide construction permit.
All StormCon class participants will be provided complete instruction and training materials to fulfill the requirement. The training course is required pre-requisite to taking the QSD and or QSP exam.
QSD must have one of the following certifications:
Qualified SWPPP Developer (QSD)
This course meets the training requirements of the California Construction General Permit (CGP) for a person responsible for writing or amending a storm water pollution prevention plan (SWPPP). In order to acquire the QSD certification, the candidate must have one of the following registrations or certifications and appropriate experience as required for:
*A California registered professional civil engineer;
*A California registered professional geologist or engineering geologist;
*A California registered landscape architect;
*A professional hydrologist registered through the American Institute of Hydrology;
*A CPESC or CPSWQ registered through EnviroCert, International, Inc.
*A professional in erosion and sediment control registered through NICET; and,
*Prior to Sept. 2, 2011, attend an approved QSD training course and have taken and passed an examination administered by the State Water Board.
Qualified SWPPP Practitioner (QSP)
This course meets the training requirements for non-storm water and storm water visual observations, sampling and analysis. In order to acquire the QSP certification, the candidate must:
*Be a certified erosion, sediment and storm water inspector (CESSWI) registered through EnviroCert Intl or
*Be a certified inspector of sediment and erosion control (CISEC) registered through Certified Inspector of Sediment and Erosion Control, Inc.
*Or hold one of the QSD pre-requisite certifications
*Prior to Sept. 2, 2011, attend an approved QSP training course and pass an exam administered by the State Water Board.
In addition to the registrations or certifications and appropriate experience as required, you must also attend a State Water Board-sponsored or approved QSD training course within two years of the adoption of the CGP (September 2, 2011), and have taken and passed an examination administered by the State Water Board.
The QSD course includes all elements of the QSP course, including the modules:
- Training Overview and Regulations
- Erosion Process and Sediment Control
- SWPPP Implementation
- Reporting and Permit Required Documents (SMARTS System)
- Additional QSD-only modules address the subjects of:
- Project Planning and Assessment
- SWPPP Development
- Project Closeout
