Incorporating LID Into Storm Drainage Master Planning

The City of Tracy, California, is one of two cities currently enrolled in the California Department of Conservation’s Emerald Cities Program, which is intended to help local communities become more sustainable through several practices including smart growth and sustainable land use and development principles. The city developed and adopted a Manual of Stormwater Quality Control Standards for New Development and Redevelopment and subsequently updated its storm drainage master plan, which includes hydrologic and hydraulic analyses to identify drainage infrastructure needed to serve new and existing development areas. The new plan and manual incorporate sustainability practices in two main ways: reducing demand on the drainage system from new development, and mimicking existing drainage conditions and promoting groundwater recharge where feasible. The hydrologic modeling used in the master planning is described. The presentation discusses the impact of implementing measures contained in the manual on the sizing and costs for the drainage master plan infrastructure.
