As public and private entities continue to embrace low-impact development (LID)and associated micro-scale onsite facilities such as porous landscape detention,parking lot swales, rain gardens, and others, it is important to recognize thatlarger, “regional” stormwater management facilities are valuableas well.

Are most of these regional stormwater facilities on-stream ponds? If so, how have people rationalized installing such structures. In Vermont, our rivers management folks are quite adamant (and we tend to agree) about minimizing new on-stream ponds or structures in riparian corridors. Thoughts?
